What is Section 8 Housing?
The Housing Choice Voucher (HCV) program, commonly known as Section 8, is the federal government's largest rental assistance program, helping over 2.3 million low-income families afford safe, decent housing in the private market. Unlike public housing where you live in government-owned buildings, Section 8 gives you a voucher to use toward rent in privately-owned apartments, houses, or townhomes of your choosing.
Want your number? The Section 8 utility allowance calculator adds up the allowance from your housing authority's published schedule and shows the highest rent that fits the payment standard.
How It Works
- You pay approximately 30% of your adjusted monthly income toward rent
- The voucher covers the rest (called the Housing Assistance Payment or HAP)
- Payments go directly to your landlord from the housing authority
Section 8 Eligibility Requirements
1. Income Limits
Your household income must fall below certain limits based on your area's median income:
- Extremely Low Income (ELI): 30% of Area Median Income (AMI) or less—receives priority
- Very Low Income (VLI): 50% of AMI or less—typical eligibility threshold
- Low Income: 80% of AMI or less—limited availability
By law, PHAs must provide 75% of vouchers to families at the ELI level (30% AMI).
2. Citizenship Status
At least one household member must be a U.S. citizen, national, or eligible immigrant. Mixed-status families can receive prorated assistance.
3. Background Checks
PHAs conduct criminal background screenings. Automatic disqualification applies for lifetime registered sex offenders and anyone convicted of producing methamphetamine in federally assisted housing.
How to Apply for Section 8
Step 1: Find Your Local PHA using HUD's PHA Contact Directory
Step 2: Apply When Waiting Lists Open (lists fill fast!)
Step 3: Submit Required Documents (ID, SSN, birth certificates, income proof)
Step 4: Wait for Your Turn (6 months to 10+ years depending on location)
Step 5: Attend Briefing and Receive Voucher with search deadline (60-120 days)
Finding Section 8 Housing
Once you have your voucher, search for accepting landlords on VoucherRents.com, AffordableHousing.com, your PHA's landlord list, and general rental sites. In many states, landlords cannot legally refuse voucher holders due to Source of Income protection laws.
