The Short Answer: No
The standard Housing Choice Voucher HAP contract does not pay security deposits. The tenant is responsible for this.
The Workarounds
However, many tenants layer funding. Look for:
- Security Deposit Assistance Programs: Local charities (Catholic Charities, Salvation Army) often cut deposit checks.
- EHV (Emergency Housing Vouchers): Unlike regular vouchers, EHV *does* allow PHAs to pay security deposits as an incentive. Always ask if the tenant has an EHV.
