What is Fair Market Rent?

FMR is the amount HUD determines is necessary to pay for moderately-priced rental housing in a specific area. It represents the 40th percentile of gross rents—meaning 40% of units rent for less than FMR, 60% rent for more.

FMR vs. SAFMR

Standard FMR: Set at metro/county level, one rate for entire area. Small Area FMR (SAFMR): Set at ZIP code level, reflects neighborhood-level rents, allows access to higher-cost opportunity areas.

FMR vs. Payment Standard

FMR is set by HUD as a baseline. Payment Standard is set by your local PHA, typically 90-110% of FMR. Always contact your PHA for exact payment standards.
