Fraud takes vouchers away from families on the waiting list. Common fraud includes: unauthorized people living in the unit, side payments to landlords, or under-reporting income.

How to Report

Every PHA has a Program Integrity or Fraud Hotline. You can usually report anonymously.
Do not confront the tenant directly. Gather evidence (like license plates of unauthorized guests) and submit it to the OIG (Office of Inspector General) or local PHA.
