A tenant cannot move without a "Voucher" in hand. They must have notified their previous landlord properly.
Red Flag: If a tenant wants to move in "tomorrow" but hasn't told their caseworker, do not sign a lease. They must be issued "Moving Papers" (a Request for Tenancy Approval packet) for your specific unit.
