Frequently Asked Questions

What are Saint Paul PHA's payment standards for 2026?

Saint Paul PHA's 2-bedroom payment standard is $1,685 a month, effective January 1, 2026, the same across the City of Saint Paul: $1,220 for a studio, $1,381 for 1 bedroom, $2,244 for 3 bedrooms and $2,513 for 4 bedrooms. These are Saint Paul PHA's own amounts, from the schedule we read on October 24, 2026. Saint Paul PHA's official schedule: Saint Paul PHA Section 8 payment standards and utility allowances (PDF, payment standards effective January 1, 2026).

What is the Saint Paul PHA payment standard?

Saint Paul PHA's published 2-bedroom payment standard, effective January 1, 2026, is $1,685 throughout its area (source: Saint Paul PHA Section 8 Housing Choice Voucher Payment Standards, effective January 1, 2026 (PDF)). A payment standard is the maximum monthly amount Saint Paul PHA uses to calculate a voucher's housing assistance for a given unit size. Saint Paul PHA chooses its payment standards, and HUD rules (24 CFR 982.503) normally require them to fall between 90% and 110% of HUD's Fair Market Rent for the area (the metro-wide FMR, or ZIP-level Small Area FMRs where the authority uses them) — the "basic range". An authority can go above 110% only with an exception payment standard approved by HUD or allowed by HUD notice.

Why might Saint Paul PHA's published amounts differ from the HUD figures on this page?

The figures here are HUD's FY2027 (effective Oct 1, 2026) Small Area FMRs. Saint Paul PHA's own published amounts, effective January 1, 2026, are in its schedule table on this page, and they can sit outside 90% to 110% of HUD's figures. HUD's rule (24 CFR 982.503) calls 90% up to 110% of the published FMR the basic range, but lets an authority set exception payment standards above 110% (between 110% and 120% on notification to HUD, higher with HUD approval) and, with HUD approval, amounts below the basic range. Saint Paul PHA also adopts new amounts on its own schedule, so its amounts may have been set against an earlier year's HUD figures; when new figures would put them outside the basic range, the rule gives it 3 months to revise them. Always use Saint Paul PHA's own published schedule for your actual voucher amount.

Where can I find Saint Paul PHA's official payment standard schedule?

Saint Paul PHA publishes its schedule on its website: Saint Paul PHA Section 8 payment standards and utility allowances (PDF, payment standards effective January 1, 2026). If you have a voucher, your briefing packet or caseworker can also confirm the amount for your unit size and ZIP code.

Does a higher payment standard mean the voucher pays more of my rent?

It raises the ceiling. The housing assistance payment is the lower of the payment standard or the unit's gross rent (rent plus tenant-paid utilities), minus your total tenant payment — usually about 30% of adjusted monthly income (24 CFR 982.505). If a unit's gross rent is above the payment standard, you pay the difference, and at initial lease-up your share can't exceed 40% of adjusted monthly income.

Why do the amounts change by ZIP code?

HUD publishes Small Area FMRs for each ZIP code in Saint Paul PHA's area rather than one figure for the whole metro area. Some authorities are required to use them and others may choose to; where an authority uses them, its payment standards vary by ZIP too, so higher-rent neighborhoods get higher ceilings. Check Saint Paul PHA's schedule for the ZIP of the unit, not where you live now.
