San Francisco Bay Area
The Bay Area has the highest payment standards in the nation. For 2026:
San Francisco County:
- Studio: $2,723

Oakland/Alameda County (SAFMR varies by ZIP):
- 2 Bedroom: $2,400-3,200 depending on neighborhood
San Jose/Santa Clara County:

California's PHA Landscape
California has over 100 public housing authorities. Major ones include:

The Waitlist Reality
Let me be honest: California waitlists are brutal. Here's the current situation:

California's Source of Income Protection
Here's the good news: California has statewide source-of-income protection. Since 2020, landlords CANNOT refuse to rent to you solely because you have a Section 8 voucher. This applies to all landlords with the limited exception of owner-occupied buildings with 4 or fewer units.
This means you have legal recourse if a landlord says we don't accept Section 8.
