Inlivian's basic 2-bedroom payment standard is $1,733 a month, and $2,098 for an address inside the exception area drawn on Inlivian's map, effective July 1, 2025. Basic amounts run $1,507 for a studio, $1,565 for 1 bedroom, $2,138 for 3 bedrooms and $2,852 for 4 bedrooms; exception amounts $1,824, $1,894, $2,588 and $3,280. These are Inlivian's own amounts, from the schedule we read on October 25, 2026. Inlivian decides which applies by the unit's address on its map, not by ZIP code. It is the newest schedule we found published by Inlivian when we read it; confirm current amounts with Inlivian.

Inlivian payment standards (PDF, effective July 1, 2025): basic and exception payment standards
INLIVIAN (formerly the Charlotte Housing Authority) runs the Housing Choice Voucher (Section 8) program for Mecklenburg County, including Charlotte. Its own published 2-bedroom payment standard is $1,733 a month (basic) and $2,098 for an address inside the exception area on its map, effective July 1, 2025. It is over a year old: the newest schedule we found published by Inlivian when we read it on October 25, 2026. Source: Inlivian payment standards, "EFFECTIVE July 1, 2025" (PDF, footer "2025 Payment Standards 07.2025"): basic payment standards and exception payment standards, read October 25, 2026. Both schedules are in the table below. These published amounts, not HUD's figures, are Inlivian's payment standards: the most it uses to calculate a voucher's housing assistance for each unit size. HUD's FY2027 (effective Oct 1, 2026) figures for the 68 ZIP codes in its area are further down for comparison. Inlivian publishes a basic payment standard and a higher exception payment standard for addresses inside an exception area drawn on its map (it no longer uses census tracts), so its amounts are not set by ZIP code.

Monthly amounts as published by Inlivian: a basic schedule, and a higher exception schedule for addresses inside the area drawn on Inlivian's map. The area does not follow ZIP code lines, so check the address on the map; ZIP pages on this site do not show these amounts. - Inlivian publishes two schedules: basic payment standards, and higher exception payment standards for addresses inside the exception area shaded blue on its map. It states it no longer uses census tracts to decide exception areas.
- Inlivian states the exception amounts apply based on the unit size or the voucher size, whichever is smaller.
- Inlivian states that additional exception payment standards may apply to units leased to families in its Opportunity Housing Program or the Project-Based Voucher Program, under its Moving to Work initiatives and Community Based Rental Assistance policy. Those amounts are not shown here.
- Because the exception area is drawn on a map and does not follow ZIP code lines, this site does not put either Inlivian amount on any ZIP or city page. Check an address on Inlivian's map.
- When read on October 25, 2026, the July 1, 2025 schedule was the newest Inlivian payment standards document a search of inlivian.com found; Inlivian's draft FY2027 Moving to Work plan (September 2026) lists no planned changes to its exception payment standard activity.
- Inlivian's SRO, 5- and 6-bedroom amounts are not reproduced here.

Frequently Asked Questions
What are Inlivian's payment standards for 2025?
Inlivian's official schedule: Inlivian payment standards (PDF, effective July 1, 2025): basic and exception payment standards.
What is the Inlivian payment standard?
Inlivian's published 2-bedroom payment standard, effective July 1, 2025, is $1,733 (basic) or $2,098 for an address inside the exception area on its map (source: Inlivian payment standards, "EFFECTIVE July 1, 2025" (PDF, footer "2025 Payment Standards 07.2025"): basic payment standards and exception payment standards). A payment standard is the maximum monthly amount Inlivian uses to calculate a voucher's housing assistance for a given unit size. Inlivian chooses its payment standards, and HUD rules (24 CFR 982.503) normally require them to fall between 90% and 110% of HUD's Fair Market Rent for the area (the metro-wide FMR, or ZIP-level Small Area FMRs where the authority uses them) — the "basic range". An authority can go above 110% only with an exception payment standard approved by HUD or allowed by HUD notice. Inlivian is a HUD Moving to Work (MTW) agency, so it can use MTW flexibility to set payment standards outside that usual range.
Why might Inlivian's published amounts differ from the HUD figures on this page?
The figures here are HUD's FY2027 (effective Oct 1, 2026) Small Area FMRs. Inlivian's own published amounts, effective July 1, 2025, are in its schedule table on this page, and they can sit outside 90% to 110% of HUD's figures. HUD's rule (24 CFR 982.503) calls 90% up to 110% of the published FMR the basic range, but lets an authority set exception payment standards above 110% (between 110% and 120% on notification to HUD, higher with HUD approval) and, with HUD approval, amounts below the basic range. As a Moving to Work agency, Inlivian may also use local payment standards outside the basic range. Inlivian also adopts new amounts on its own schedule, so its amounts may have been set against an earlier year's HUD figures; when new figures would put them outside the basic range, the rule gives it 3 months to revise them. Always use Inlivian's own published schedule for your actual voucher amount.
Where can I find Inlivian's official payment standard schedule?
Inlivian publishes its schedule on its website: Inlivian payment standards (PDF, effective July 1, 2025): basic and exception payment standards. If you have a voucher, your briefing packet or caseworker can also confirm the amount for your unit size and ZIP code.
Does a higher payment standard mean the voucher pays more of my rent?
It raises the ceiling. The housing assistance payment is the lower of the payment standard or the unit's gross rent (rent plus tenant-paid utilities), minus your total tenant payment — usually about 30% of adjusted monthly income (24 CFR 982.505). If a unit's gross rent is above the payment standard, you pay the difference, and at initial lease-up your share can't exceed 40% of adjusted monthly income.
Why do the amounts change by ZIP code?
HUD publishes Small Area FMRs for each ZIP code in Inlivian's area rather than one figure for the whole metro area. Some authorities are required to use them and others may choose to; where an authority uses them, its payment standards vary by ZIP too, so higher-rent neighborhoods get higher ceilings. Check Inlivian's schedule for the ZIP of the unit, not where you live now.
